Drunk driving and statistics?

so.... statistically speaking, if 31 percent of fatal traffic injuries are alcohol related and thats including sober drivers causing accidents with drunks, does that also mean that 69 percent of drivers are sober? and that sober driving poses a higher risk for fatal traffic injuries?
