I'm seriously debating whether or not I should cut my hair?

u could cut it to shoulder length so that it would look short and sy. u don't have to cut it all at the same time. juz cut it level by level and see wether u like short or long hairstyles. if your hair is super frizzy.... u could try this.... wash it thoroughly and apply serum to your hair. comb it while its still wet. blow dry it. hope it works.... rock on gurl...
