Beginner cyclist..some q's?

A Magna is a low end bike. They don't have shocks so that saves weight and energy. I would clean and lube the chain one a month. Learn to do adjustments on the bike because one trip to the bike shop can cost you more then what the bike is worth. It shouldn't have a wire sticking out of the wheel.
