How and why does light bend?

Living in California, it's pretty hot in the summers. When I'm in my car, idled at a stop light, I'll notice heat wave shadows on the ground near another car. The light seems to be bent by the heat of the car creating shadows or slivers of heat waves, although it doesn't seem that hot outside. What is going on there, and why does light bend?
